Moving companies in Texas are required to be insured. To get licensed, a mover has to hold cargo insurance, which covers the company from the time they pack the boxes from the original location to the time they are unloaded at the destination location.

This presents a significant problem, however, because these insurances are quite costly and many local moving companies are small businesses. Also, the new policy is difficult to enforce because the companies are not required to submit the new information or be monitored by anyone.
